Accountability changed:

~~Tracking inventory levels at any location where inventory is stocked~~Tracking an estimated inventory level of books stored at Half Hill, counting actual inventory levels roughly quarterly, and updating tracked estimates and @Bookkeeper when any deltas are discovered

Policy added:

Holacracy books may be "spent" by roles in the same way and under the same authority that financial resources may be spent, with each book valued at the average cost H1 paid for the books. However, any role doing so using more than 3 books at a time from the inventory at Half Hill must also promptly e-mail @Bookkeeper and @Fulfillment_Falcon with the number of books actually expended, the purpose they were used for (e.g. "to give away at a training"), and the price received for the books (or a note that they were given away, as applicable).
